The Public Examinations (Prevention of Unfair Means) Bill, 2024 [Anti-Cheating Bill] passed in Lok Sabha

  • Need – To prevent “unfair means” in order to “bring greater transparency, fairness and credibility to the public examinations system.
    • As of now, a comprehensive Central legislation to deal with unfair means in public examination does not exist.
  • Section 2- Defines “public examination” as any examination conducted by a “public examination authority” or any “such other authority as may be notified by the Central Government”.
  • It lists 5 public examination authorities:
    • Union Public Service Commission (UPSC)
    • Staff Selection Commission (SSC)Railway
    • Recruitment Boards (RRBs)
    • Institute of Banking Personnel Selection (IBPS)
    • National Testing Agency (NTA)
  • Section 3 – Define the term ‘unfair means in public examinations’ which includes leakage of question paper or answer key, tampering with answer sheets etc.
  • Punishment – All offences shall be cognizable, non-bailable, and non-compoundable
