Parliamentary committee submits Report on “Scheme for Creation/Expansion of Food Processing and Preservation Capacities (CEFPPC)

  • Engagement of experts for providing assistance to probable applicants under the scheme.
    • Improve the planning process and execution mechanism along with Additional Budgetary Allocation to address financial constraints.
    • Balanced implementation of the scheme in States/UTs which do not have Mega Food Parks (MFPs)/Agro-processing Clusters (APCs)
    • Example – Jharkhand, Goa, Pondicherry and Ladakh
  • CEFPPC scheme – One of the components of Pradhan Mantri Kisan Sampada Yojana (PMKSY)
  • Ministry – Ministry of Food Processing Industries
  • Objective – Creation, expansion and modernization of Food Processing Units, to increase level of processing, and value addition and reduce wastage.
  • Funding –
    • 35% of project cost in General Areas
    • 50% of project cost in Difficult Areas and for projects of SC/ST, FPOs and SHGs.
  • Fund utilisation – 60% for units inside Mega Food Parks (MFPs)/Agro-processing Clusters (APCs) & 40% to units outside MFPs/APCs.
  • Implementation – Through organizations like Central & State PSUs, Farmer Producers Organization (FPOs), SHGs, Cooperatives etc.
  • Launched in – 2016

  • Status – Central Sector Scheme
  • Aim –
    • To supplement agriculture
    • To modernise and expand existing food processing units
    • To add value leading to the reduction of wastage
  • Funding – Capital subsidy in the form of grants-in-aid ranging from 35% to 75% of the eligible project cost subject to a maximum specified limit is provided to investors.
  • 7 components under the scheme –
    • Mega Food Parks
    • Integrated Cold Chain and Value Addition Infrastructure.
    • Infrastructure for Agro-Processing Clusters.
    • Creation of Backward and Forward Linkages.
    • Creation/Expansion of Food Processing & Preservation Capacities.
    • Food Safety and Quality Assurance Infrastructure.
    • Human Resources and Institutions
