Census

Context:

The decennial Census exercise that was to be conducted in 2021 was postponed indefinitely.

About Census:

  • It is a process of collecting, compiling, analyzing, evaluating, publishing and disseminating statistical data regarding the population.
  • Conducted by – Registrar General and Census Commissioner of India
  • Ministry – Ministry of Home Affairs
  • The Decennial population census is conducted every 10 years.
  • Census is a Union subject under Article 246 of India Constitution.
  • Census Facts:
    • 1st synchronous census in India – 1881 by W.C. Plowden (Census Commissioner of India).
    • 1st census for Post-Independent India – 1951.
    • Recent census – 2011 (15th National Census)

National Population Register (NPR):

  • A database containing a list of all usual residents of the country.
  • A usual resident – a person who has resided for 6 months or more in a particular place and wants to reside for another 6 months or more in the same particular place.
  • Collected during the “house-listing” phase of the census.
  • Ministry – Ministry of Home Affairs
  • NPR was first prepared in 2010 and updated in 2015.
