Prelims Facts Corner – 07 September 2023

Supreme Court sought the centre’s and states’ views on the Justice Amitava Roy Committee report on prison reforms.

Key observations of Committee –

  • The correctional justice system is “evidently gender exclusionary”.
  • Increase in population of female prisoners by 11.7% between 2014-19.
  • Only 18% of women prisoners are allotted exclusive women’s prison facilities.
  • All categories (undertrials and convicted) of female prisoners are lodged in the same wards.

University Grants Commission’s Malaviya Mission – Teachers Training Programme (MM-TTP) was launched.

About MM-TTP –

  • It is proposed by restructuring of existing schemes of capacity building of teachers under the Department of Higher Education.
  • Renaming Human Resource Development Centres (HRDCs) as Madan Mohan Malaviya Teachers’ Training Centre.

UN Environmental Programme (UNEP) has released the “zero draft” of its legally binding treaty to tackle plastic waste, including options to restrict virgin plastic production and mandate recycled content requirements.

Zero Draft –

  • A Zero Draft is the initial, unstructured attempt to gather thoughts on the research topic or question as it reflects on the subject and readings.

Key highlights of zero draft –

  • Global bans on the highest-risk plastics.
  • Items may not need to be single-use to be banned, draft mentions ‘short-lived’ plastics, too.
  • Each nation should develop and implement a national plan to contribute to the Treaty (similar to the Paris Agreement on climate change).
