National Commission for Safai Karmacharis

Cabinet extended tenure of National Commission for Safai Karamcharis(NCSK) for three years.

  • Genesis – Formed as a statutory commission in 1994 under the National Commission for Safai Karamcharis Act, 1993.
  • After the Act lapsed in 2004, it operates as a non-statutory body under the Ministry of Social Justice and Empowerment (MoSJE).
  • Tenure – Periodically extended through government resolutions
  • Mandate and Functions –
    • Recommendations: Advises the central government on programs aimed at eliminating inequalities in the status of Safai Karamcharis.
    • Scheme Evaluation: Assesses schemes implemented for the socio-economic rehabilitation of sanitation workers.
    • Oversees the implementation of the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013:
      • Investigates complaints related to contraventions of the Act.
      • Provides recommendations to the government for effective implementation.
      • Takes suo-motu notice of any non-implementation of provisions of the Act.
    • Monitors the health, safety, and wages of sanitation workers.
    • Reporting to governments on any issue concerning the sanitation workers etc.
