  • Top decision-making body in the defence ministry for procurement.
  • Objective – To ensure quick procurement of the armed forces’ approved needs, using the allocated budget efficiently.
  • Established in – 2001, following the Group of Ministers’ recommendations on ‘Reforming the National Security System’ after the Kargil War (1999).
  • Composition
    • Chaired by the Defence Minister.
  • Functions
    • Approves the 15-year Long Term Integrated Perspective Plan (LTIPP) for defence forces.
    • Grants acceptance of necessity for acquisition proposals.
    • Categorizes acquisition proposals into ‘Buy’, ‘Buy & Make’, and ‘Make’.
    • Addresses issues related to single vendor clearance.
    • Makes decisions on ‘offset’ provisions for acquisition proposals over Rs 300 crore.
    • Decides on the Transfer of Technology for ‘Buy & Make’ acquisition proposals.
    • Conducts field trial evaluations.
