Central Vigilance Commission (CVC):
- Apex vigilance institution, monitoring all vigilance activity under the Central Government
- Statutory body under the CVC Act, 2003.
- CVC is not controlled by any Ministry/Department.
- It is an independent body which is only responsible to the Parliament.
- Background – Established in 1964 through a Resolution of the Government of India
- Based on recommendations of the K. Santhanam Committee on Prevention of Corruption.
- Conferred statutory status in 1998 through an ordinance promulgated by the Union Government.
- Members – 3-member body, with the Central Vigilance Commissioner and 2 Vigilance Commissioners.
- Term of office – 4 years from the date on which they enter their office or till they attain the age of 65 years, whichever is earlier.
- Appointment – By the President on recommendations of a High-Powered Committee
- The Committee consist of the PM, Union Minister of Home Affairs, and Leader of the Opposition in Lok Sabha.
- Chief Technical Examiner’s Organisation – Constitutes the technical wing of the Central Vigilance Commission
- Role and functions –
- Supervises vigilance administrations across Central Ministries, Departments, and Organizations.
- Conducts preliminary inquiries into complaints referred by Lokpal for officials across various grades.
- Oversees functioning of the Delhi Special Police Establishment (CBI) in investigating corruption-related offenses, etc.
