Context:
State government of Nagaland has approved the implementation of ILP in Chumoukedima, Niuland, and Dimapur districts.
Inner Line Permit (ILP):
- An official travel document issued by the Government of India, required for Indian citizens residing outside certain protected states to enter them.
- Purpose –
- To regulate movement and control entry to areas near India’s international borders to protect indigenous cultures and prevent illegal immigration.
- To protect tribal cultures in north-eastern India.
- Origin – Dates back to Bengal Eastern Frontier Regulations, 1873, restricting British subjects and Indians from entering protected areas involved in tea, oil, and elephant trade.
- Post-Independence, in 1950, “British subjects” was replaced with “Citizens of India.”
- It is issued by the concerned State Government and can be issued for travel purposes solely.
- Foreigners need a Protected Area Permit (PAP) to visit tourist places which are different from ILPs needed by domestic tourists.
- States under ILP – Arunachal Pradesh, Mizoram, Nagaland and Manipur.
- Nagaland, Arunachal Pradesh, Manipur and Mizoram were exempted from the provisions of the Citizenship Amendment Act (CAA) 2019 due to the ILP.
