NHRC stress on need for implementation of the Idate Commission report for the protection of nomadic tribes.

  • Also called – National Commission for Denotified, Nomadic and Semi-Nomadic Tribes (NCDNT) Commission
  • Mandate –
    • To prepare a State-wise list of castes belonging to Denotified and Nomadic Tribes
    • To suggest appropriate measures in respect of Denotified and Nomadic Tribes that may be undertaken by the Central or the State Government.
  • Preceded by – Renke Commission (2008)
  • Recommendation- Setting up of a permanent commission for the communities. 
  • Who are they?- Communities which were once notified as being ‘born criminal’ under the Criminal Tribes Acts during British Raj and later ‘de-notified’ by Government of India in 1952.
  • Population – 10% of the population in India is Denotified and nomadic tribes
  • South Asia – World’s largest nomadic population
  • Status – spread across Scheduled Castes, Scheduled Tribes and Other Backward Classes
  • Problems faced –
    • Marginalization from social and economic mainstream
    • Low human development index and high relative deprivation index
    • Carriers of social stigma

    • Kaka Kalelkar Commission, 1953 (also called first OBC Commission)

  • National Commission to Review the Working of the Constitution (NCRWC), 2002
  • Government initiatives –
    • National Commission for Denotified, Nomadic and Semi-Nomadic Tribes
    • Development and Welfare Board – Constituted by Ministry of Social Justice and Empowerment in 2019 
    • Scheme for Economic Empowerment of Denotified Tribes (SEED) – To provide free competitive exam coaching, health insurance, housing assistance and livelihood initiatives to the community
