Union Home Minister Amit Shah launched the Civil Registration System (CRS) mobile application to “integrate technology with governance”.
Civil Registration System (CRS):
- Refers to the registration of births, deaths and still births
- Enforced under the – Registration of Births and Deaths (RBD) Act, 1969.
- The Civil Registration System has also been linked to the National Population Register (NPR)
Registration of Births and Deaths (RBD) Act, 1969:
- Objective – Promote uniformity and comparability in the registration of births and deaths across India.
- Mandatory Registration – Under the act, births, deaths, and stillbirths must be mandatorily registered as per the place of occurrence.
- Implementation – Functionaries appointed by state governments handle the registration process.
- Monitoring – Directorates of Census Operations monitor the implementation of the Act in their respective states and Union Territories.
Registrar General of India:
- Formation – In 1961 by the Government of India under the Ministry of Home Affairs.
- Responsibilities –
- Arranges, conducts, and analyses the results of demographic surveys, including the Census of India and the Linguistic Survey of India.
- Oversees the Civil Registration System (CRS) for continuous, permanent, compulsory, and universal recording of vital events (births, deaths, stillbirths).
- Position – Held by a civil servant with the rank of Joint Secretary.
