Context:
NITI Aayog initiated process for revamping of Centrally Sponsored Schemes.
Centrally Sponsored Schemes (CSS):
- Schemes that are funded partially by both the Central and State Governments.
- Amount of state participation varies from state to state.
- Implementation of such schemes rests on the Union territories and the States.
- Divided into 3 categories based on their funding patterns – Core of the core, Core and Optional Schemes.
- Core of Core schemes or Umbrella schemes – Flagship schemes of the central government.
- Example – Mahatma Gandhi National Rural Employment Guarantee Programme (MGNREGA)
- Core schemes – Funding pattern is usually 60:40.
- However, states like North Eastern states, Jammu & Kashmir, and some special category states gets a 90:10 ratio of funding.
- Examples – Pradhan Mantri Gram Sadak Yojana (PMGSY), Pradhan Mantri Awas Yojana (PMAY) etc.
- Optional schemes – Usually planned by state governments and then request the central government to fund some portion.
- The general funding pattern of the optional schemes is 50:50 (State: Center).
- Example – Border Area Development Programme
