Swachh Bharath

Context:

Ministry of Housing & Urban Affairs presented the report on the Status and implementation of Swachh Bharat Mission.

About Swachh Bharat Mission:

  • Launched in 2014.
  • A restructured version of the Nirmal Bharat Abhiyan launched in 2009.
  • Aim – To achieve an “open-defecation free” (ODF) India by 2 October 2019, the 150th anniversary of the birth of Mahatma Gandhi through construction of toilets.
  • Objectives –
    • Phase 1 –
      • Eradication of manual scavenging.
      • Bringing behaviour change regarding sanitation practices.
      • Building capacity at the local level.
    • Phase 2 –
      • Sustain ODF status
      • Improve management of solid and liquid waste
      • Improve the lives of sanitation workers
  • 2 Missions: Rural & Urban –
    • SBM – Gramin– Financed and monitored through Ministry of Jal Shakti
    • SBM – Urban – Monitored by Ministry of Housing and Urban Affairs

Open Defecation Free Status:

  • ODF: At any point of the day, not even a single person is found defecating in the open.
  • ODF+: At any point of the day, not a single person is found defecating and/or urinating in the open, and all community and public toilets are functional and well maintained.
  • ODF++: ODF+ and the faecal sludge/septage and sewage are safely managed and treated, with no discharging or dumping of untreated faecal sludge and sewage into the open drains, water bodies or areas.

  • GOBAR-DHAN (Galvanizing Organic Bio-Agro Resources) Scheme –
    • Launched by – Ministry of Jal Shakti
    • Aim – To augment income of farmers by converting biodegradable waste into compressed biogas (CBG).
  • Individual Household Latrines (IHHL) –
    • Individuals get around 15 thousand for the construction of toilets.
  • Swachh Vidyalaya Abhiyan –
    • Launched by – Ministry of Education
    • Aim – To provide separate toilets for boys and girls in all government schools within one year.
