Context:
International Union for Conservation of Nature IUCN released ‘Guidance on Other Effective Area-Based Conservation Measures OECMs’ report.
Other Effective Area-Based Conservation Measures (OECMs):
- Geographically defined areas other than Protected Areas (PAs) that are managed to achieve long-term conservation of biodiversity
- It also helps in maintaining ecosystem functions and services, and where applicable, cultural, spiritual, socio-economic, and other locally relevant values.
- An in-situ model of conservation
- The term OECMs 1st appeared in 2010 within the Aichi Biodiversity Targets established by the Convention on Biological Diversity (CBD).
- Exclusion – Areas already established as PAs or within PAs should not be identified or reported as OECMs.
- Governance – Can be governed by government agencies, private groups (e.g., NGOs), indigenous peoples, local communities, or through shared arrangements.
Differences Between OECMs and PAs:
- Protected Areas (PAs): Managed primarily for biodiversity conservation within a given site, such as preserving habitats for endangered species.
- OECMs: Can be managed for various objectives, including protecting areas of cultural or historical importance while delivering conservation outcomes.
