Context:

Ministry of Statistics and Programme Implementation (MoSPI) has replaced the Standing Committee on Economic Statistics (SCES) with SCoS.

About Standing Committee on Statistics (SCoS):

    • Objective – review all surveys conducted under the National Statistical Office (NSO).

    • Composition –
      • Chairperson – Pronab Sen (India’s first chief statistician)
      • Members – 10 official members + 4 non-official members 

    • Mandate – To review the framework and results of all surveys conducted under National Statistical Office.

    • Terms of Reference –
      • Finalisation of survey resultsBetter use of administrative data
      • Identify data gaps and strategies 

    • National Statistical Commission (NSC) will have ultimate authority to approve publication of survey results.

About NSC:

    • Established in 2006.

    • Recommended by – Rangarajan Commission.

    • Composition – A part-time Chairperson + 4 part-time Members + an ex-officio Member

    • Mandate – To evolve policies, priorities and standards in statistical matters.

About National Statistical Office (NSO):

    • NSO – Merger of National Sample Survey Office (NSSO) + Central Statistical Office (CSO)

    • Ministry – Ministry of Statistics and Programme Implementation (MoSPI).

    • Nodal agency for planned development of the statistical system in the country.

    • Publications –
      • Index of Industrial Production (IIP).
      • Annual Survey of Industries (ASI).
      • All-India Economic Censuses.
