The National Institute of Public Finance and Policy (NIPFP) has refused to reveal any information on unaccounted income and wealth.

About NIPFP:

  • Autonomous body.
  • Set up jointly by – Ministry of Finance & erstwhile Planning Commission.
  • Founded in 1976.
  • Conducts research, supports policy formulation for governments, focusing on public economics.
  • Governing Council: Revenue Secretary, Economic Affairs Secretary, Chief Economic Advisor, Niti Aayog, RBI, and 3 state governments’ representatives.
  • Financed by – Annual grant from the Ministry of Finance and State governments.

Exemption Under Right to Information Act:

  • Certain information is not required to be provided to individuals or entities.
  • Section 24 – Exemptions for intelligence and security agencies in 2nd Schedule.
    • 2nd Schedule – Covers 26 agencies like IB, RAW, DRI, BSF, NSG, etc.
  • Section 8– Exempts disclosure affecting India’s sovereignty, security, state interests, foreign relations, and incitement of offense.
