Union Cabinet approved Modernization of Command Area Development and Water Management (M-CADWM)

  • Launched in 1974-75 as the Command Area Development Programme (CADP).
  • Renamed to CADWM Programme in 2004.
  • ObjectiveImprove water-use efficiency in irrigation projects and ensure optimal utilization of irrigation potential.
  • Implemented under PMKSY – Har Khet Ko Pani from 2015-16
  • Implemented by – Ministry of Jal Shakti in collaboration with state governments.
  • Key Components
    • Construction of field channels and field drains.
    • Land leveling and shaping.
    • Micro-irrigation technologies.
    • Introduction of rotational water supply (RWS) or warabandi.
    • Strengthening Water Users’ Associations (WUAs) for participatory irrigation management.
  • Coverage – Applies to major, medium, and minor irrigation projects across India.
  • Regulations – Encourages alignment with the Water Resources Development Act to optimize agricultural irrigation systems.
