Context:
This year Padma Awards 2024 announced on the eve of Republic day.
Padma Awards
- Highest civilian honours of India
- Announced annually on the eve of Republic Day
- Interrupted years – 1978 and 1979 and 1993 to 1997
- Awardees are presented a Sanad (certificate) signed by the President and a medallion.
- Categories of awards- Padma Vibhushan, Padma Bhushan and Padma Shri
- Awardees are decided by Padma Awards Committee recommendations
- Maximum per year – 120 awards
- Nomination – open to public including self-nomination.
- Exceptions –
- Government servants including those working with PSUs, except doctors and scientists, are not eligible
- Generally, not conferred posthumously (after once death) but highly deserving cases, the Government can decide.
- Can be conferred on a person only where a period of at least years has elapsed since conferment of the earlier Padma award.
In terms of Article 18 (1) of the Constitution, the award cannot be used as a prefix or suffix to the recipient’s name.

- For exceptional and distinguished service
Padma Bhushan
- 3rd highest civilian Award
- Distinguished service of higher order
Padma Shri
- 4th highest civilian Award
- Distinguished service
Padma Awards Committee
- Constituted by the Prime Minister
- Constituted every year.
- Headed by the Cabinet Secretary
- Members – Home Secretary, Secretary to the President and 4 to 6 eminent persons as members.
- Recommendations submitted to the Prime Minister and the President of India for approval.
