Context:
Union Women and Child Development Minister asked child care homes to look into the infrastructure gaps in their respective areas.
In News:
- Also requested the apex child rights body — National Commission for Protection of Child Rights (NCPCR) to review.
- Under Child Protection Services, a monthly allowance ₹2,000 offered for non-institutional childcare has now been increased to ₹4,000 under Mission Vatsalya.
National Commission for Protection of Child Rights (NCPCR):
- A statutory body established under the Commission for Protection of Child Rights (CPCR) Act, 2005.
- Minsitry – Ministry of Women and Child Development.
- Under CPCR act, a Child is defined as a person in the 0 to 18 years age group.
- Aim – To ensure that all Laws, Policies, Programmes, and Administrative Mechanisms are in harmony with the Child Rights perspective as enshrined in the Constitution of India and the UN Convention on the Rights of the Child.
- Composition –
- A chairperson and 6 members of which at least two should be women appointment by the Central Government.
- Tenure – 3 years(65 years for Chairman and 60 years for members)
- The salary and allowances payable to, and other terms and conditions of service of, the Chairperson and Members, shall be such as may be prescribed by the Central Government.
Mission Vatsalya:
- Before 2009, the Ministry of Women and Child Development had three schemes for children in need of protection namely –
- Juvenile Justice Programme
- Integrated Programme for Street Children
- Scheme for Assistance to Children’s Homes
- Components – Improve functioning of statutory bodies; strengthen service delivery structures; Upscale institutional care and services; encourage non-institutional community-based care; emergency outreach services; training and capacity building.
