Report for Framework on Repairability Index (RI) in Mobile and Electronic Sector submitted

  • Purpose: A scoring system to assess and improve repairability of electronic devices, particularly smartphones and tablets.
  • Implementation: Original Equipment Manufacturers (OEMs) must self-declare RI based on a predefined criteria.

    • Software update policies
    • Spare parts availability
  • Scoring System: RI is calculated on a five-point numeric scale based on weighted priority parts.
  • Right to Repair Initiative: Encourages manufacturers to provide spare parts, tools, and repair information to customers and independent repair shops.
  • Launch of Right to Repair Portal: Established by Department of Consumer Affairs (DoCA) in 2022 to centralize repair-related information.
  • Improved Repair Accessibility: Increasing complaints about mobile and tablet repairs indicate demand for better service (19,057 in 2022-23 to 22,864 in 2024-25).
  • Sustainability: Supports the LiFE (Lifestyle for Environment) movement, encouraging sustainable consumption.
  • Addressing Planned Obsolescence: Helps counter the practice of designing devices with limited lifespans.
  • Employment Generation: Supports third-party repair services, boosting job opportunities.
