Context:
Union Government has expressed serious concern over hospitals for not sharing data on organ transplantation activities with the National Organ & Tissue Transplant Organization (NOTTO).
National Organ and Tissue Transplant Organisation (NOTTO):
- Apex organisation for implementing the National Organ Transplant Program (NOTP) as per the Transplantation of Human Organs and Tissues Act (THOTA), 1994.
- Set up under – Directorate General of Health Services, Ministry of Health and Family Welfare
- Mandate –
- Provides an efficient system for organ procurement and distribution.
- Maintains a national registry of organ and tissue donors and recipients.
- Divisions of NOTTO –
- National Human Organ and Tissue Removal and Storage Network –
- Functions as the apex coordination center for organ/tissue procurement, distribution, and registry management.
- Mandated under the Transplantation of Human Organs (Amendment) Act, 2011.
- National Biomaterial Centre (National Tissue Bank):
- Focuses on tissue donation and registration of tissue banks.
- Aims to address the gap in demand and supply while ensuring quality in tissue availability.
- Key Activities – Coordinating tissue procurement and distribution; Tissue preservation and laboratory testing; Tracking and sterilization of tissues; Developing guidelines, protocols, and standard operating procedures.
