Cabinet approves One Nation One Subscription (ONOS).
Key Highlights of the ONOS Scheme:
- A Central Sector Scheme designed to provide nationwide access to scholarly research articles and journal publications on a single platform.
- Financial Allocation – A budget of Rs. 6,000 crores has been allocated for the period 2025-2027.
- The scheme falls under the Ministry of Education.
- Implementation – Department of Higher Education (DHE) will manage a unified portal named “One Nation One Subscription” (ONOS), allowing institutions to access journals.
- Review – The Anusandhan National Research Foundation (ANRF)will periodically review the usage of ONOS and the publications of Indian authors from these institutions.
- Beneficiaries – Higher Educational Institutions under Central or State Government and Research & Development (R&D) Institutions of the Central Government.
- Access – Access to journals will be provided through a national subscription coordinated by the Information and Library Network (INFLIBNET), an autonomous inter-university centre of the University Grants Commission.
- Outreach – The scheme aims to extend access to scholarly research to tier 2 and 3 cities, thereby reducing geographical disparities in research participation.
