A mixed report card for the IMEC

The IMEC’s successful implementation has the potential to transform global trade dynamics and boost India’s export share, making it crucial to assess its development trajectory and future prospects.

While the project has faced delays, particularly on the western side due to geopolitical conflicts, the eastern segment shows steady progress.

The  India-Middle East-Europe Corridor (IMEC) , announced in September 2023 at the G20 summit, represents an ambitious effort to create a transcontinental connectivity route, reducing transit time by 40% and costs by 30% compared to the Suez Canal route.

  • Geopolitical Tensions: The Israel-Palestine conflict, particularly after October 7, 2023, halted Arab-Israel normalization, affecting Saudi Arabia and Jordan’s engagement in IMEC.
  • Impact on Project Timelines: As the conflict persists, key players in West Asia may delay implementation, especially where cooperation with Israel is necessary.
  • Northern Corridor Slowdown: Until peace is restored, the northern segment connecting Israel and neighboring Arab nations is expected to progress slowly.
  • Limited Engagement: The reluctance of stakeholders to be publicly associated with Israel during conflict contributes to a cautious approach in West Asia.
  • India-UAE Economic Growth: The Comprehensive Economic Partnership Agreement (CEPA) in 2022 boosted India-UAE trade by 93% from $43.30 billion in 2020-21 to $83.64 billion in 2023-24.
  • Shift to Non-Oil Trade: India’s non-oil trade with the UAE increased from $28.67 billion to $57.81 billion in 2023-24, enhancing India’s position in regional trade.
  • Virtual Trade Corridor: The launch of the India-UAE Virtual Trade Corridor aims to reduce administrative time, logistics costs, and simplify trade processes.
  • Model for Future Integration: Standardization and facilitation efforts provide a framework for other IMEC countries to adopt similar cross-border trade mechanisms.
  • Limited Progress on Clean Energy and Telecom: Clean energy exports, undersea fiber-optic cables, and energy grid linkages remain stalled due to West Asian conflicts.
  • Focus on Eastern Infrastructure: Eastern countries are concentrating on connectivity infrastructure, while broader corridor elements wait for West Asian normalization.
  • Building Capacity: The eastern segment is using the current period to strengthen trade links and develop logistical capabilities for smoother integration.
  • Future Scope: Once stabilized, the IMEC’s full potential, including clean energy and technology collaboration, can be realized.
  • Port Development and SEZs: India can utilize this phase to upgrade ports, establish economic zones along IMEC nodes, and streamline domestic logistics.
  • Enhancing Digital Logistics: Improving the digital footprint in logistics can reduce transit times and costs, making Indian exports more competitive.
  • Global Supply Chain Integration: IMEC positions India as an alternative in global supply chains, achievable only by boosting manufacturing competitiveness.
  • Seamless Trade Links: By preparing domestic infrastructure, India can better integrate with IMEC, maximizing its position within global value chains.
  • Structural Organization: A dedicated IMEC secretariat could streamline operations, coordinate between countries, and support cross-border trade processes.
  • Research and Analysis: Conducting empirical research on IMEC’s economic benefits would inform stakeholders and help nearby countries understand potential advantages.
  • Attracting New Participants: By fostering transparency and collaboration, the secretariat could spark interest among neighboring nations, expanding IMEC membership.
  • Framework Development: The secretariat would work on a framework for trade facilitation, standards, and logistics, promoting efficiency across the corridor.

The IMEC corridor has the potential to revolutionize trade by shortening transit times, reducing costs, and establishing India as a key player in global supply chains. While political complexities have slowed the western segment, progress in the eastern section continues to build momentum. For India, investing in digital logistics, port infrastructure, and an organized IMEC secretariat will be critical to fully harnessing the corridor’s benefits. A well-coordinated IMEC will not only enhance regional connectivity but also stimulate economic growth and trade cooperation across continents.
