Context:
Parliamentary Standing Committee on Health and Family Welfare tabled its 148th report on ‘Mental Healthcare and Its Management in Contemporary Times’.
WHO defines mental health as “a state of mental well-being that enables people to cope with the stresses of life, realise their abilities, learn well and work well, and contribute to their community.”
Key observations:
- India – Only 0.75 psychiatrists per 1 lakh population.
- WHO’s recommendation – Above 3 psychiatrists per 1 lakh people.
- National Mental Health Survey (NMHS) 2015- 2016: 150 million Indians are affected by some type of mental illness.
- Mental morbidity of individuals above age of 18 years – 10.6%
- Recommendations –
- Conduct 2nd NMHS to assess COVID-19 impact on mental health.
- Dedicated cadre of school counsellors in all schools under “Manodarpan”.
Mental morbidity refers to incidence of both physical and psychological deterioration as a result of a mental or psychological condition.
